Based on the age, your daughter most likely has atopic dermatitis. She will probably outgrow it eventually, but it takes time. Atopic dermatitis can be mild or debilitating. Topic steroids and low allergenic cream (not lotion) to calm the inflammation and moisturize skin would usually help. 1% hydrocortisone cream is very mild, your daughter may need stronger ones.
