The Royal Proclamation of 1763 and the Pre-Confederation treaties

In the 18th century, the French and British were competing for control of lands in North America. The two colonial powers formed strategic alliances with First Nations to help them advance their respective colonial interests in the continent.... 18世纪,英法开展对北美的控制的竞争。这两个殖民强权形成联盟,以帮助他们获得在北美的殖民利益。

By the early 1760s, the British had established themselves as the dominant colonial power in North America. The British Royal Proclamation of 1763 prohibited the purchase of First Nation lands by any party other than the Crown. Under these treaties, the First Nations surrendered interests in lands in areas of what are now Ontario and British Columbia. It is estimated that about 150,000 aboriginal, Inuit and Métis children were removed from their communities and forced to attend residential schools. (Library and Archives Canada/PA-042133) 大约15万印第安人的孩子被赶出他们的家,强迫进入寄宿学校。

In 1909, Dr. Peter Bryce, general medical superintendent for the Department of Indian Affairs (DIA), reported to the department that between 1894 and 1908, mortality rates at some residential schools in Western Canada ranged from 30% to 60% over five years (that is, five years after entry, 30% to 60% of students had died, or 6–12% per annum). These statistics did not become public until 1922, when Bryce, who was no longer working for the government, published The Story of a National Crime: Being a Record of the Health Conditions of the Indians of Canada from 1904 to 1921. 在1894年到1908年,寄宿学校学生的死亡率在 30% 到 60% (在5年的时间里)。也就是说,进入学校以后5年之间,30% 到 60% 的学生死亡。平均每年大约 6-12%。 这些数据直到1922 年才被 Bryce 公布于众。他当时已经不在政府工作。  

In 1920 and 1922, Dr. A. Corbett was commissioned to visit the schools in the west of the country, and found similar results to Bryce. At the Ermineskin school in Hobbema, Alberta, he found 50% of the children had tuberculosis. At Sarcee Boarding School near Calgary, all 33 students were "much below even a passable standard of health" and "ll but four were infected with tuberculosis."
