There is one proposed and it is not difficult. Pakistan needs to extend its railway link from Havelan to Khunjerab pass where it can connect to China's Kashgar-Hotan railway link.  The problem is that Pakistan doesnt have the money to build it.  China doesnt like to invest; it would rather have Pakistan borrow the money. But Pakistan is already under too much debt and cannot afford to take more loans for such projects.  Actually, strategically and economically it will be more helpful to China as part of CPEC. 

Another railway project in Pakistan  called ML-1 is on hold because China is demanding sovereign guarantees that Pakistan will repay the loan.  Pakistan has had bad luck with these guarantees, so its little reluctant.  

I think China needs to change its policy little bit and come forward with cash investments to build these links .  Otherwise, it will take decades. It can help Pakistan to help itself.

China is treating the CPEC project as a business deal.  Pakistan wants CPEC to become a strategic relationship rather than just a business relationship.  Pakistan's largest trade partner is the US, but the US is now hurting Pakistan for being a Chinese ally.  So if China doesn't help Pakistan then Pakistan has no choice but to go back into the US camp and get IMF loans and  US aid.  It is not blackmail.  It is a matter of survival.  

The US, Europe, and Japan give a lot of aid to their allies.  After World War II, the US spent billions of dollars to build Japan, Germany and South Korea.  The US has also given billions of dollars in aid to Pakistan.  

China doesn't like to give any aid.  It wants to give loans but sometimes the countries are too poor to pay it back.  This is why China now has a bad reputation for creating debt traps and then taking over ports or other infrastructure in poor countries.  Countries like Pakistan are not looking for free money or aid. But some aid, in the beginning, will help.  They want Chinese investors to come and invest in their countries.  They want more exports to China so they are not dependent on the West for all their trade. 

As you know, China is getting surrounded by its rivals.  It needs close allies.  But if those allies are dependent on the West for their economic wellbeing, they will keep their distance from China.  The US is offering Pakistan a lot of money and investment if it stops the CPEC project.  But Pakistan values its relationship with China and does not want to lose China as a friend and defense partner. The end result is that CPEC has slowed down.  China can speed it up taking a more dominant role in Pakistan's economy and prosperity. 6park.com

  I think I will make few brief points:

1. The question is to which country is CPEC more important, China or Pakistan?  I think it's more important for China because CPEC can become a lifeline for China if there is future trouble in the South China Sea. Pakistan's exports to China are comparatively small, so except for transit revenues and infrastructure development (which is important), there is not much to gain. On the negative side, the US is aiming to hurt Pakistan because it is moving forward with CPEC.  So, there is a lobby in Pakistan, which has begun to question the benefits of CPEC.  They argue that Pakistan is borrowing too much from China for a project which would primarily help China in the long run, and if China doesn't want to help then let's slow down the project, so that Pakistan is not caught in the debt trap. If I were a Chinese leader, I would actually spend my own money to finish these projects as soon as possible, not only for strategic reasons, but for economic reasons as well, because Pakistan has a very large, growing population and the Middle East and Central Asia are just around the corner. 

2. Vietnam is a good example.  China helped but I guess not enough. So the US took advantage and gave billions of dollars worth of trade to Vietnam, which then became a US ally and turned against China. The US' offer to Pakistan has already been made, but Pakistan no longer trusts the US. But things can change.  CPEC can come to a halt before it's completed. 

3. China cannot be like the US and Europe and have IMF and World Bank policies.  The reason is the dollar. The US can print trillions of dollars and it doesn't affect the value of the dollar. All global trade is in dollars, and China's own reserves are in US dollars. So, China has to do MORE to stay in the game; otherwise, if and when it becomes a choice between China and IMF, countries will always choose the IMF and serve US' interests, which may not be good for China. 6park.com
