There's a background story to this dispute. China and India have a treaty in place which forbids the use of firearms and military grade weaponry against each other. But it says nothing about clubs, batons, axes etc. Neither side wants to be seen as technically violating their treaty(ies). But both sides still seek to advance/protect their riparian interests.
